Job Duties

The FOIA Specialist is responsible for providing access to public records and documents in an accurate, timely and professional manner. This position serves as liaison between the general public and various departments of the Town of Mount Pleasant.

Serves as the Freedom of Information Act (FOIA) Specialist for the Town of Mount Pleasant Legal Department. Assists with the Legal Department’s process for releasing public records under the South Carolina Freedom of Information Act (FOIA) in an accurate, timely and professional manner. Assists in fielding and responding to telephone, mail, and e-mail inquiries regarding FOIA requests and subpoenas. Ensures that all proper redactions are made and that all Personal Identifying Information (PII) and/or other information required by law is excluded before records are released.

Produces invoices for requestors, ensuring proper charges for employees’ time used to search, retrieve, and redact public records. Opens and maintains paper and electronic case files in relation to FOIA requests and subpoenas. Assists in ensuring that FOIA requests, subpoenas, and other discovery requests sent to the Town’s Legal Department are handled in a timely manner. Maintains confidentiality of documents and conversations related to Town legal matters. Performs other administrative duties as requested by the Legal Assistant or Town attorneys.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: High school diploma; and One (1) year of related work experience in a legal office setting; Or any equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of state laws applicable to the Freedom of Information Act. Knowledge of federal and state laws regarding public records. Knowledge of exemptions allowable under the Freedom of Information Act. Ability to manage and organize tasks and records in a detailed and effective manner. Knowledge of legal terminology and office procedures.

Skill in the use of personal computers and office software including Microsoft Office products, records and case management software, internet and spreadsheet applications. Ability to handle problems and emergencies effectively. Ability to communicate clearly, both orally and in writing. Ability to meet and deal appropriately with town employees, officials, and the public.
