Field Services Manager

The Municipal Association of South Carolina is seeking well-qualified and results-oriented candidates to fill the position of field services manager. Residency in or immediately adjacent to the Upstate territory is required. This position works mainly from a home office and in the field delivering onsite technical assistance, communicating with members, meeting with elected officials and staff, and providing specialized training. Frequent travel is required.

Job duties:

  • Provides technical assistance to cities and towns; establishes relationships and maintains an ongoing communication link between the members and the Association; and researches, prepares and delivers presentations at municipal council and Association meetings
  • Promotes the Association’s programs and services; updates Association management on key issues or concerns from member cities and determines if any action is needed; serves as a technical expert researching, preparing and editing publications, resources and content; provides special services to cities and towns on request such as strategic planning, team building and council retreat facilitation
  • May serve as a technical advisor to assigned affiliate organization(s)
  • Assists with special projects as needed

Qualifications:

  • Master’s degree in public administration or related field or an equivalent combination of education and experience with a minimum of seven years of management experience in local government or a closely related field
  • Valid South Carolina driver’s license required
  • Must possess excellent communication, presentation, interpersonal, analytical and customer service skills; strong working knowledge of local and state government; and experience dealing with a variety of municipal issues
  • Requires flexible schedule to attend frequent evening and limited weekend meetings
  • International City/County Management Association Credentialed Manager preferred

What We’re Searching For

The Municipal Association of South Carolina is accepting resumes for the position of loss control consultant for the Risk Management Services insurance programs. This position will provide technical support and professional consulting services in risk management and loss control analysis to members to minimize losses and manage necessary exposures. The position requires extensive in-state travel with occasional overnight travel.

Job duties:

  • Provides technical support and consultative services to Municipal Association members participating in workers' compensation (South Carolina Municipal Insurance Trust) and property/liability (South Carolina Municipal Insurance and Risk Financing Fund) insurance programs administered by the Association
  • Assists member cities and towns in developing effective safety and risk management programs and loss control capabilities within their organizations to help create safe working environments for employees and minimize the potential of claims from residents of municipalities; ensures solutions are in compliance with Occupational Safety and Health Administration regulations and other applicable safety standards and guidelines; and develops and conducts specific training based on the documented needs of individual Risk Management Services program members
  • Conducts assessments of member risk management programs and procedures through risk management guidelines and other tools; reviews members' records, manuals, procedures and training documentation; and determines levels of compliance and identifies deficiencies

Qualifications:

  • Bachelor's degree or education and training equivalent to four years of education in insurance, risk management, business administration, public administration, public safety or a closely related field with four years of experience in safety, loss control administration or insurance-related field. Public sector knowledge/experience is preferred.
  • Must possess a valid SC driver's license.
  • Demonstrated above average interpersonal, organizational and customer service skills, as well as written and verbal communication; experience developing and conducting training; demonstrated analytical and problem-solving skills; proficient in utilizing various software applications; strong awareness of and ability to maintain confidentiality; and ability to balance multiple priorities.

Accounts Payable Coordinator

What We’re Searching For

The Municipal Association of SC is accepting applications for the position of Accounts Payable Coordinator. This full-time position coordinates accounts payable functions for the Association and all its related entities. This position reports to the financial manager.

Job Duties:

  • Records, monitors, and validates daily bank activity for the Association and its related entities.
  • Receives, reviews and processes incoming invoices; ensures supporting documentation is accurate and complete; performs data entry into document management and financial accounting systems software ensures invoices are coded consistently for internal management reporting and to allow detection of duplicate payments; coordinates payment approval and processing. Ensures that invoices are properly coded and posted.
  • Maintains vendor information database and utilizes the IRS website to verify their EIN and/or Social Security Number for 1099 information.
  • Processes credit card billings and manages credit card issuance and usage for Association staff.
  • Processes checks and EFTs on a weekly basis for the Association and its related entities.
  • Monitors prepaid postage account. Reconciles usage and maintains appropriate funds in account.
  • Takes appropriate steps to ensure the Association benefits from discounts and advantageous payment terms; manages payment dates to maximize cash flow.
  • Monitors daily cash balances and initiates transfers between operating and money market accounts.
  • Prepares monthly sales tax and other required reports. Prepares annual 1099 reports.
  • Reconciles various accounts such as prepaid expenses, petty cash, accounts payable, intercompany transactions, etc.
  • Maintains fixed asset records; maintains documentation for automobile tags and titles.
  • Receives and responds to inquiries and requests for assistance in areas of responsibility.
  • Assists receptionist with front desk coverage as needed.
  • Performs other routine clerical work.
  • Performs all other duties as assigned.

Qualifications:

  • Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in accounting or a closely related field.
  • Three years of experience in accounting or finance. Experience and education may be substituted for one another.
  • Specialized experience with electronic payments, sales tax reporting, processing escheats, reconciliation, processing intercompany payments and working in a multi-company environment is preferred.
  • Strong computer skills including experience with Microsoft Office.
  • Discretion and confidentiality when handling sensitive information.
  • Great organization, planning, time management, and prioritization skills.
  • SC driver’s license
