What We’re Searching For

The Municipal Association of SC is accepting applications for the position of information technology manager. This full-time position manages technology operations for the Association, including planning, implementing and maintaining all voice, data and network computer systems while providing technical assistance to Association staff.  This position reports to the chief operating officer.

Job Duties: 

  • Plans, coordinates and manages the daily activities of the Information Technology Department to ensure stable and secure IT network functions for a productive work environment. 
  • Directs and supervises the IT support specialist. 
  • Researches, analyzes and evaluates IT systems in order to recommend solutions to meet Association goals and requirements.
  • Develops, presents for approval and implements an annual IT budget.
  • Develops, implements, and tests IT policies and procedures for the efficient and effective management of IT systems, including an IT support manual, disaster recovery plan and business continuity plan Plays a role in positioning the Municipal Association as the primary resource for accurate and timely information about municipal operations and services.
  • Plans, implements and maintains computer hardware/software systems, including local and wide area networks, internet/intranet servers, network access portal, storage area network, data center UPS and fire suppression system.
  • Ensures the availability and quality of voice communications systems; monitors system performance and security; and oversees the performance of an annual security audit.
  • Researches, reviews and approves computer hardware, software and telecommunications purchases to ensure compatibility with existing systems; evaluates, researches and negotiates with vendors to get the best prices for quality products.
  • Troubleshoots and resolves problems with computer hardware, software and other equipment and provides support for MASC system users; responds to help desk requests; contracts with outside service providers for extended support.
  • Ensures the timely backup of system data and manages the offsite storage of backed-up data drives.
  • Restores operations critical to the resumption of business and business processes after a malfunction or disaster.
  • Allocates and monitors staffing resources to ensure IT projects are delivered on time and within the identified scope.
  • Researches and recommends vendors to develop and deliver appropriate business solutions and serves as liaison between staff and vendors to ensure effective solutions are delivered; Negotiates and manages vendor contracts/renewals for maintenance and support of IT systems.
  • May require occasional travel.
  • Performs all other duties as assigned.

Qualifications:

  • Associate’s degree or education and training equivalent to two years of college education in information technology, computer science, information systems management or another computer related field. 
  • Eight years of experience in a computer network environment supporting end-users and planning and implementing hardware/software upgrades and replacements. Supervisory experience is strongly preferred.
  • Excellent interpersonal, detail orientation, analytical, problem-solving, critical thinking, decision making, and communication skills; and the ability to think strategically and work as a team player. 
  • Great project management skills, including organization, planning, time management, and prioritization. 
  • Prefer Experience with Active Directory, VMware, Citrix, SharePoint, MS Exchange Server Hybrid environment, M365 admin center for managing users, subscription licenses, Exchange, Teams and Teams Voice.
  • SC driver’s license

Field Services Manager

The Municipal Association of South Carolina is seeking well-qualified and results-oriented candidates to fill the position of field services manager. Residency in or immediately adjacent to the southern coastal service territory is required. This position works mainly from a home office and in the field delivering onsite technical assistance, communicating with members, meeting with elected officials and staff, and providing specialized training. Frequent travel is required.

Job duties:

  • Provides technical assistance to cities and towns; establishes relationships and maintains an ongoing communication link between the members and the Association; and researches, prepares and delivers presentations at municipal council and Association meetings.
  • Promotes the Association’s programs and services; updates Association management on key issues or concerns from member cities and determines if any action is needed; serves as a technical expert researching, preparing and editing publications, resources and content; provides special services to cities and towns on request such as strategic planning, team building and council retreat facilitation.
  • May serve as a technical advisor to assigned affiliate organization(s).
  • Assists with special projects as needed.

Qualifications:

  • Master’s degree in public administration or related field or an equivalent combination of education and experience with a minimum of seven years of management experience in local government or a closely related field.
  • Valid South Carolina driver’s license required.
  • Must possess excellent communication, presentation, interpersonal, analytical and customer service skills; strong working knowledge of local and state government; and experience dealing with a variety of municipal issues.
  • Requires flexible schedule to attend frequent evening and limited weekend meetings.
  • International City/County Management Association Credentialed Manager preferred.
