The Municipal Association of SC has expanded its focus on advocating for the interests of South Carolina’s cities and towns at the federal level, and already the effort has improved engagement with the state’s nine-member congressional delegation. 

A key part of this effort has been the establishment of a dedicated congressional liaison who continually nurtures relationships with the staffs of both of South Carolina’s senators and each of its seven representatives. 

Having these direct relationships positions the Association to have a front-row seat and direct involvement in legislation that impacts cities and towns.

Capitol Visits 

At the conclusion of each legislative session, the Municipal Association’s staff travels to Washington, DC to meet with members of SC’s congressional delegation.  

Each trip begins with the dinner with legislative directors, senior advisors and deputy chiefs of staff of SC’s nine congressional offices. These dinners have proven valuable as the staff members in attendance serve as an immediate point of contact for Association when questions arise concerning federal legislation.  

In addition to meetings with SC’s congressional members, Capitol visits also include meetings with federal agencies that offer programs and resources to cities and towns. 

Congressional Briefings 

The Municipal Association brings congressional leaders face-to-face with elected leaders in their districts for informative conversations regarding legislative efforts that impact their shared constituents.   

Current Federal Grant Opportunities 

State and Local Cybersecurity Grant Program  

The Infrastructure Investment and Jobs Act (IIJA) of 2021 established the State and Local Cybersecurity Grant Program, appropriating $1 billion to be awarded over four years.  

Funding from the State and Local Cybersecurity Grant Program (SLCGP) helps eligible entities address cybersecurity risks and threats to information systems owned or operated by—or on behalf of— state and local governments. 

The SC Law Enforcement Division’s Office of Homeland Security has been tasked with distributing grant funds to local governments in SC. Local governments interested in applying must submit the application below to Robert Connell at rconnell@sled.sc.gov by August 19.

Federal Earmarks 

In 2021, Congress reinstituted Congressionally Directed Spending, often referred to as Community Project Funding, or earmarks, in federal appropriation bills. These dollars are available to municipalities.  

Since that time, the Municipal Association has partnered with members of our congressional delegation to walk cities and towns through the federal earmark process.
