Joining the Association in 2005, Heather directs the Association's insurance programs -- the SC Municipal Insurance Trust and the SC Municipal Insurance and Risk Financing Fund and the Association's retiree health care program, the SC Other Retirement Benefits Employer Trust. Prior to becoming the director of risk management services, Heather served as the risk management chief financial officer for more than five years. From 1996 to 2005, Heather worked for the City of Vacaville, CA. Heather serves on the board of directors of both the National League of Cities Mutual Insurance Company and the SC Self Insurers Association. She is a CPA and graduate of the University of South Carolina. She received her master's degree in business administration from California State University.
