​Naomi Reed joined the Association in 2023 as a field services manager and began serving as the director of risk management services in 2025. She directs the Association's insurance programs -- the SC Municipal Insurance Trust and the SC Municipal Insurance and Risk Financing Fund and the Association's retiree health care program, the SC Other Retirement Benefits Employer Trust. Prior to joining the Association, Naomi worked for the City of Fountain Inn for 17 years, most recently serving as assistant city administrator and prior to that, as director of finance. Naomi has a bachelor of accounting from Columbia College.
