Russell joined the Association in 2018. He is responsible for the publication of Uptown, the Association's monthly magazine-style publication, and a variety of digital training and outreach resources. Previously, Russell was a public information director for the SC Public Employee Benefit Authority and the public information officer for the City of Hartsville. He received a bachelor's degree in communications from Clemson University and a master's degree in journalism and mass communications from the University of Georgia.
