Director of Procurement, Clarendon County
The purpose of this position is to plan, organize, direct and manage all aspects of purchasing/procurement operations, lead all procurement operations, including contract negotiation, supplier performance management, and purchasing processes, schedules, manages and facilitates IFB, RFQ/RFP ranking process, inclusive of interviewing highest-ranking contractor/vendor, supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Essential Functions: Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed, provides ethical advice, training guidance and interpretation to procurement regulations, policies and procedures, Negotiates and provides contract administration and project management to ensure compliance with local, state and federal mandates required for the governmental public procurement process.
Makes travel accommodations for County staff to include Conference Registration, lodging/hotel accommodations as well as flight accommodations when applicable.
Minimum Education and Experience Requirements: Bachelor’s Degree in Public or Business Administration or related major, eight (8) years of municipal procurement experience or an equivalent combination of education, training and experience.
Special Certifications and Licenses: Certified Professional Public Buyer and/or Certified Public Procurement Officer preferred, must possess and maintain a valid state driver’s license with an acceptable driving history Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement, performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
