A municipality may raise the millage rate by the consumer price index plus the increase in population. If you have a negative increase, count it as zero. 

The South Carolina Revenue and Fiscal Affairs Office released the FY 2025-2026 Municipal Millage Caps calculation. This calculation is the growth in the CPI plus the growth in the population. The CPI for the FY 2025-2026 Municipal Millage Cap calculation for all cities and towns is 2.95 percent.
