The Opportunity The City of York is seeking a dynamic, experienced, and visionary Public Utilities Director to lead the City’s growing water, wastewater, and distribution systems. This is a rare opportunity to join a city that is both historic and future-focused—where innovation meets Southern charm. As Utilities Director, you will oversee a full-service department with responsibility for strategic planning, system operations, capital project management, and regulatory compliance. You will serve on the City’s leadership team and report directly to the City Manager.

Key Responsibilities • Direct and oversee daily operations of the Utilities Department • Plan and manage capital improvements and infrastructure upgrades • Supervise, train, and evaluate department staff • Ensure regulatory compliance across all systems • Lead project design and engineering for utility extensions and plant improvements • Manage budgets, procurement, and vendor contracts • Serve as liaison to engineers, contractors, public officials, and the community

Qualifications

Ideal Candidate Profile • Proven public utility leadership (5–8 years), with at least 3 in administration • Strong technical and engineering acumen • Bachelor’s degree in engineering, construction management, or public administration (Master’s preferred) • SC PE license and/or Level C certifications (preferred or ability to obtain) • Experience managing capital projects and operational budgets • Excellent communicator with a passion for public service and community impact
